Festival and Events Stability Program

The new Festival and Events Stability Program (FESP) will provide financial assistance to festival and event organizers to help offset costs associated with the need to comply with COVID-19 health and safety protocols.

A festival or event may involve an activity that showcases or highlights key pillars of tourism including: sports, culinary and culture.

What are the objectives of the program?

The objectives of the program are to:

  • provide financial assistance (non-repayable grant) to a festival or event that are incurring additional expenses as a result of the need to adhere to Covid-19 health and safety protocols to allow them to operate in 2021;
  • build confidence and assist festival and event organizers to open for the season;
  • build confidence in residents and visitors that festival and events are operating while adhering to health and safety standards;
  • provide financial assistance to organizations looking to develop a new festival or event; and
  • allow festivals and events to operate and drive demand for tourism and stimulate the economy.

Who is eligible to apply?

Funding is available to festival and event organizers, including both for-profit and not-for-profit entities, for a festival or event held between July 20 and October 31, 2021 (no retroactive claims will be accepted). Other eligibility criteria includes:

  • may include both reoccurring and a new festival or event;
  • the festival or event must secure all necessary license(s) and approval(s) including approval from the Chief Public Health Office;
  • the festival or event may be held on a single day or multiple days;
  • the festival or event must be held on Prince Edward Island; and
  • applicant must be in good standing with the Government of Prince Edward Island.

What expenses are eligible?

The program will provide a grant to the festival or event organizer to help offset costs associated with the need to comply to COVID-19 health and safety requirements, including but not limited to:

  • cleaning,
  • security,
  • staff,
  • fencing,
  • hand wash stations,
  • insurance and/or
  • infrastructure needed to provide a safe and enjoyable event such as chairs, tables, tents etc.

Eligible expenses must be incurred prior to or during the activity.

Program assistance amounts

The amount of assistance to a qualified applicant may be up to 20% of total event expenses and to a maximum of $35,000. Claims must be supported by paid invoice. The minimum contribution is $500.

Documentation required

The applicant is required to submit all information deemed necessary in order for an application to be considered and support the claim for assistance (i.e. proof of payment).

A successful applicant will receive 75% of the funding upon signing of contract. The remaining 25% will be issued upon submission of a final activity report that must include an overview of the event, attendance, final budget and paid invoices for approved funded expenses.

What is the process to apply?

Government has partnered with a number of community organizations to assist with the administration of the program. Staff of Tourism PEI will manage and administer the program for large-scale activities that require significant review and analysis, as well as festivals and events that currently receive funding from Tourism PEI.

Submit your application to ONE of the respective groups listed below based on the type of festival or event being hosted. Applicants may submit only ONE application per festival or event.

Cultural Development

Music and comedy festivals, artisan events, heritage events, indigenous events and other cultural-related festivals or events.

  • Agriculture and cultural fairs

  • Only registered members of the PEI Association of Exhibitions may apply to the PEI Association of Exhibitions.

Sport PEI

  • Minor and amateur sport tournaments and competitions such as soccer, baseball, volleyball, softball tournaments, cycling and running events, triathlons, swim meets etc.
  • Only registered members of Sport PEI, including their clubs or minor associations may apply to Sport PEI.

  • Annual community events such as picnics, music in the park, strawberry socials and community festivals
  • Culinary festivals and events

  • Festivals and events that currently receive funding from Tourism PEI
  • Festivals and events with a total budget in excess of $75,000
  • Festivals and events that do not meet the criteria for funding through Sport PEI, PEI Association of Exhibitions, TIAPEI, Evangeline Tourism Association / L’Association Touristique De La Region Évangeline or Cultural Development (Innovation PEI)

What is required to submit an application?

  1. Prior to the start of the festival or event, submit an application - a one-page overview with a detailed budget that shows total budget and additional costs incurred as a result of Covid-19
  2. Save this document as a PDF file and email to the contact of your respective organization listed above

Overview must provide the following information:

  • Name of the activity
  • Date(s)
  • Location
  • Legal name of the organization
  • List board members for not-for-profit organizations
  • List owners of for-profit organizations 
  • Primary contact including title, phone number and email address
  • Expected number of participants / audience size
  • Description of activity (i.e. overview of activities, schedule, target market, on-island and/or off-island participants and/or audience)
  • Funding amount requested

Submitting an application does not guarantee funding.

What is the deadline to apply?

Applications will be accepted until Friday, October 1, 2021 and will be reviewed on a first-come-first-served basis. Once all funding has been allocated, intake will stop and the program will end.

The total obligation of the Government of Prince Edward Island under the Festival and Events Stability Program will not exceed $1 million.
