Substitute Teacher Authorization

You must hold a valid PEI Teacher’s License in order to substitute teach in Prince Edward Island, public K to 12 schools. Depending on your qualifications, if you do not hold a valid PEI Teacher’s License, you may apply for a temporary permit to substitute for a teacher, which permits you to accept day-to-day assignments when a certified teacher is not available.

What do I need to apply for certified substitute authorization?

If you hold a valid PEI Teacher's License, please include the following with your completed initial substitute teacher authorization for holders of a valid PEI Teacher's Certificate application form [1152 kb]:

  • proof of identity such as a copy of your birth certificate or passport
  • proof of eligibility to work in Canada such as a copy of your SIN card or SIN confirmation letter
  • a copy of your PEI Teacher's License

If you hold a teacher’s certificate from another jurisdiction, you must apply for a PEI Teacher’s Certificate in order to be a certified substitute teacher.

What do I need to apply for a verification of eligibility to substitute teach?

If you do not hold a PEI Teacher’s License, you must qualify for a Temporary Permit to Substitute for a Teacher.  If you do hold a PEI Teacher's License, then you must apply for a Verification of Eligibility as a Substitute Teacher [1152 kb] issued by the Registrar:

  • proof of identity such as a copy of your birth certificate or passport
  • proof of eligibility to work in Canada such as a copy of your SIN card or SIN confirmation letter
  • a copy of your PEI Teacher's License

If you hold a teacher's certificate from another jurisdiction, you must apply for a PEI Teacher's Certificate in order to be a certified substitute teacher.

*NOTE: A temporary permit to substitute for a teacher is valid only for the school year in which it is issued.  A temporary permit expires on June 30th each school year.

What is the rate of pay for substitute teachers?

The terms of employment of substitute teachers including the daily rate of pay are under review and will be defined by a Minister’s directive.

Certified substitutes for teachers receive a higher rate of pay, are eligible to apply for contract positions of over twenty (20) consecutive days, and are called first over non-certified substitutes for day-to-day assignments.

Holders of a temporary permit to substitute for a teacher may accept day-to-day assignments. They are not permitted to accept assignments in excess of twenty (20) consecutive days or fixed term contracts. A temporary permit to substitute for a teacher is valid only for the year in which it is issued.

Is there a fee to process my credentials?

There is a $75 fee annual fee that must be paid to evaluate credentials for a temporary permit to substitute for a teacher.

You can pay fees by cheque or money order, payable to the Minister of Finance, in cash at the Office of the Registrar, or by Credit card over the phone, email or fax by using a payment form. Fees are non-refundable unless the application is withdrawn and in the event that no staff time has been invested in processing the application.

Do I need to renew my substitute authorization?

Certified teachers who wish to substitute teach must register each year with the school board(s) where they wish to work.

Non-licensed holders must re-apply each year to the Registrar for a temporary permit to substitute for a teacher and apply to the school board(s) where they wish to work. The school board(s) will not place you in their system until they have received a copy of your temporary permit issued by the Registrar. Complete the temporary permit to substitute for a teacher application and submit it with a $75 fee.
