Regional Medical Director for East Prince County Family Medicine & Focused Practice

Purpose of the Position

Reporting to the Provincial Medical Director of Family Medicine and Focused Practice, the Regional Medical Director for East Prince County FMFP is accountable for a broad range of activities associated with the FMFP Portfolio in eastern Prince County. The incumbent is responsible for building effective and collaborative networks across the healthcare system to provide senior medical staff leadership, regionally focused coordination, implementation and oversight of family-medicine and focused practice-related strategies. Additionally, the Regional Medical Director will provide direction to the Portfolio’s Department Head with respect to concerns and complaints, as well as Appointment and privileging and HR matters, ensuring compliance with the Health PEI Medical Staff Bylaws and associated Rules and Regulations. 

The successful candidate will have excellent organizational skills and a demonstrated ability to communicate complex information, problem solve, and work collaboratively as part of a team.

Remuneration

Up to $168,535 (contract rate) / $156,702 (salary rate)

Duties/Responsibilities 

  • Support the FMFP Portfolio to achieve its strategic goals and objectives by maintaining strong and collaborative relationships between the Portfolio and regional medical staff. 
  • Support the Provincial Medical Director of FMFP by providing comprehensive advice and recommendations with respect to regional FMFP matters. 
  • Collaborate with the Portfolio’s leadership and the MAO to review, assess and plan medical staff resources, workload and staffing to determine human resource requirements and address human resource concerns in support of providing continued quality medical services.
  • Work with the MAO to recruit physicians (including locums), ensure clinical competency and ensure the orientation and onboarding of all new medical staff is completed. 
  •  As part of the FMFP Portfolio and the MAO, collaboratively assess the feasibility of new Portfolio medical services or programs for the region, lead the development and regional implementation, including change management activities, of strategic planning for the FMFP Portfolio which is consistent with Health PEI mandates and goals; monitor progress/outcomes and ensure reporting requirements are met.
  • Provide direct oversight and supervision of the Region’s FMFP Department Heads. Coach, mentor and motivate the medical leadership staff and support individual and team development.
  • Work in partnership with the MAO, the FMFP Portfolio and Health PEI Offices in order build effective and collaborative networks across the health care system.
  • Oversee effective medical risk management and resolution of the regional FMFP Portfolio concerns and complaints ensuring compliance with procedures and requirements as articulated in the Health PEI Medical Staff Bylaws.
  • Provide oversight to all Appointment and Privileging (A&P) and Concern and Complaint (C&C) processes in the Region, ensuring that all requirements laid out in the Health PEI Medical Staff Bylaws are achieved.
  • In collaboration with the Portfolio’s leadership, oversee the development, and contribution, of various reporting submissions and responses to requests for information (e.g., Annual Reports, CEO Risk Report, etc.).
  • Participate actively in various medical staff committees, as requested, or as required through the Health PEI Medical Staff Bylaws, including the Provincial Medical Advisory Committee.
  • Regularly attend Physician Leadership Community meetings, as appropriate and required.
  • Support change management and associated activities related to the implementation of the Physician Leadership Review Project. 
  • Encourage and support a positive work environment to foster high staff morale and quality medical services.

Minimum Qualifications

  • Must have a Medical Degree from a recognized medical school, with a family medicine specialty.
  • Ongoing maintenance with the College of Family Physicians of Canada (CFPC) is required.
  • Must have considerable (3-5 years) relevant clinical practice experience.
  • Must have a valid license (or eligibility for same) to practice medicine in PEI.
  • Must have some (1-3 years) management/leadership experience, preferably in a health/medical field. 
  • Must have knowledge of the PEI health care system, relevant legislation, Medical Staff Bylaws and the Master Agreement between the Medical Society of Prince Edward Island, the Government of Prince Edward Island and Health PEI.

Other Qualifications

  • Experience practicing family medicine in the East Prince region considered an asset. 
  • Courses and/or professional development in leadership is considered an asset. 
  • Experiencing applying the principles of a Just Culture approach is considered an asset. 
  • Knowledge of administrative management and leadership principles is considered an asset.
  • Knowledge and use of clinical practice/best practice guidelines is considered an asset.
