Home Insulation Programs

Adding insulation is an easy way to keep your home warm in winter and cool in summer. 

It’s good for the environment because a well-insulated home uses less energy.

It can also save you money on your energy bills. PEI homeowners say they save up to $1,500 a year after using one of our programs.

We offer two home insulation programs, listed below.

Important: Wait for approval before you start any work. Upgrades done before approval will not be refunded.


Free Home Insulation

This program is for low- to medium-income homeowners.

What You Get

  • Free insulation upgrades
  • No upfront costs
  • No loans required
  • Free contractors and materials
  • Expert advice and a custom plan for your home

Who Qualifies

  • Your total household income is under $55,000
  • You own the home
  • It is your primary residence (seasonal properties do not qualify)
  • The tax assessed value of your home is $300,000 or less

Home Insulation Rebates

This program is for homeowners and landlords. It gives you back money for upgrading insulation in residential properties.

Make sure to follow these steps or we cannot offer the rebate.

Step 1: Book an energy audit

You must first book an energy audit with an approved provider:

An energy audit is subsidized by the province, so you only pay $99 plus HST.

Step 2: Get your report

The energy auditor will:

  • Inspect your home
  • Send you an EnerGuide report

Step 3: Complete upgrades

  • Use the report to guide your work
  • Hire your contractor (search here for insulation contractors)
  • Complete your upgrades

Step 4: Book a final inspection

  • Contact your energy auditor again
  • They will confirm the upgrades

Step 5: Apply for your rebate

  • Keep all your receipts
  • Send receipts to your energy auditor
  • Your energy auditor will send the receipts and required documents to efficiencyPEI
  • They will also give you the forms for payment and proof of income
  • Submit your proof of income and payment form to efficiencyPEI

How Much You Can Get

Your rebate depends on your total household income.

Households with income under $35,000 a year qualify for higher rebates.  

Rebates are also different depending on the upgrades. Here’s an example:

  • A below grade wall upgrade for a 30’ x 40’ basement with 8’ high walls from R0 to R12 would be: (30’ + 40’ + 30’ + 40’) x 8’ = 1120 sqft = 11.2 SQ
  • Then the rebate would be: 11.2 SQ x R12 x $21 = $2,822.40 total rebate.

Proof of Income

You must provide proof of income so we can select the right rebate for you.  

This can be your July GST Credit Notice, showing:

  • Net family income
  • Marital status
  • Province of residence

Energy Efficiency Loan Program

The Energy Efficiency Loan Program may provide financing for approved homeowners under Home Insulation Rebate program. This may help pay the up-front costs to buy and install insulation to your home that saves energy. It applies to your main home where you live all year.
