New Build Canada Fund
The New Build Canada Fund (NBCF) consists of the following three programs, each with a different process for funding requests, which are outlined below:
National Infrastructure Component (NIC)
The $4 billion National Infrastructure Component supports projects of national significance. Projects are to have broad public benefits that contribute to Canada’s long-term economic growth and prosperity. The NIC is a merit-based, application-driven program. All applicants interested in receiving funding under the NIC must apply directly to Infrastructure Canada by completing a Project Business Case.

New Building Canada Fund - Small Communities Fund
The Provincial-Territorial Infrastructure Component (PTIC) program is broken down into two sub-components: National and Regional Projects (NRP), and the Small Communities Fund (SCF). Presently we will only be dealing with the Small Communities Fund. The funding categories include:
- Drinking water
- Public transit
- Green energy
- Disaster mitigation
- Solid waste management
- Connectivity and broadband
- Short-sea shipping
- Short-line railways
- Local and regional airports
- Brownfield redevelopment
- Highways and major roads
The New Building Canada Fund - Small Communities Fund provides funding for projects that support economic growth, a clean environment and stronger communities. The Provincial –Territorial Infrastructure Component Small Communities Fund (SCF) is for projects located in communities of fewer than 100,000 residents.
Under the Small Communities Fund, Prince Edward Island will be responsible for identifying potential projects. The federal government and the Province have entered into a Funding Agreement to establish the administrative requirements of the program. The Province will in turn enter into agreements with project proponents to manage individual projects.
Project funding under the Small Communities Fund are generally funded on a one-third each basis between the recipient, the federal government, and the provincial government, with the exception of for-profit projects which require the recipient to contribute 50 per cent, with the federal and provincial governments providing 25 per cent each. Projects submitted from private sector for-profit groups are required to demonstrate that benefits from the project will accrue to the public good.
The NBCF-SCF has a stacking limit of 33.3 per cent federal funds on approved projects.
The Infrastructure Secretariat will issue calls for applications for this program on a periodic basis. Completed applications must be received at the Infrastructure Secretariat’s office.
