New charitable lottery legislation proclaimed

The new Charitable Lotteries Act, which was passed in the spring 2026 sitting of the Legislative Assembly, will come into force on June 30, 2026. 

The legislation regulates fundraising where participants buy tickets or pay an entry fee, for a chance to win a prize, and the proceeds of the lottery are used for charitable purposes.

“The changes modernize our regulations to align with other provinces and make the rules clearer for local charities,” said Justice and Public Safety Minister Bloyce Thompson. “Most importantly, it makes it clear that you must be 19 to participate in any lottery.” 

The licensing process will remain similar to the current process, but updated application forms will be available for new lotteries beginning in July. The updated forms will be available on the government website and at Access PEI locations. Existing licensees do not need to take any additional steps.

The new Act also establishes requirements for electronic raffle systems and creates a pathway for PEI participation in interprovincial charitable lotteries.
