Apply to the PEI Climate Challenge Fund

What is the Climate Challenge Fund (CC Fund)?

In 2020, the Government of Prince Edward Island established a $1-million annual Climate Challenge Fund (CC Fund). The CC Fund is intended to generate the best innovative solutions to respond to the threat of climate change by students, experts, communities and businesses.  

The CC Fund aims to support projects that align with the Climate Change Action Plan 2018-23 commitments to: 

  • adapt to projected impacts of climate change; 
  • reduce greenhouse gas emissions; 
  • increase opportunities for carbon sequestration; 
  • build capacity and resilience in a changing climate through public outreach and education; and 
  • expand research and knowledge.

Who can apply to the Climate Challenge Fund?

The CC Fund will accept applications from businesses; municipalities; academic institutions, non-profit organizations; organizations representing culturally diverse communities, service providing agencies, or services for diverse groups; Black, Indigenous and People of Colour (BIPOC) communities, organizations and groups; and not-for-profit organizations doing projects in Prince Edward Island.  

CC Fund contributions will be limited to a maximum of $100,000 per project, or $100,000 per applicant/year for applicants with multiple projects, unless otherwise approved by the Climate Challenge Working Group (CCWG).

What kind of projects are eligible for funding?

The CC Fund will support projects that align with the goals and objectives of the PEI Climate Action Plan 2018-2023 (CCAP) or the PEI Climate Change Adaptation Recommendations Report (UPEI, 2017).  The CC Fund will consider any project that:

  • Demonstrates adaptation to a changing climate;
  • Reduces greenhouse gas emissions;
  • Increases opportunities for carbon sequestration (i.e. the removal and storage of carbon from the atmosphere) and storage of carbon on land or in aquatic ecosystems (i.e., blue carbon);
  • Seeks to actively redress inequities and discrimination that will be intensified by the negative impacts of climate change; 
  • Improves our understanding of climate change impacts, opportunities or solutions, including research and data collection; and/or
  • Promotes public education, awareness, training or professional development related to climate change. 

All projects approved for 2020-21 funds must be completed by March 31, 2022.

The Government of Prince Edward Island is committed to recognize, respect and safeguard the rights of BIPOC communities and the need to address social and racial equity as a fundamental response to climate change. Priority will be given to initiatives that actively address inequities and discrimination that are generated or augmented by the negative impacts of climate change. This includes, but is not limited to, race, gender, sexual orientation, socio-economic status, ability, geographic location, income level, education level, first language, marital status, immigration status or other populations who will disproportionately experience the negative impacts of climate change. 

Projects will be sorted into categories, including climate mitigation, adaptation, sequestration, and research and outreach initiatives prior to being evaluated to ensure projects are selected from each of the five action areas as described in the CCAP. Preference will be given to projects that can contribute to goals and objectives of more than one of the CCAP action areas (i.e. achieves both adaptation and mitigation).

When do I need to submit my application?

Applications can be submitted anytime, however only those submitted by November 30, 2020 will be considered in the first round of approvals for distribution of 2020-21 funds. Applications received after this date will be considered and evaluated, depending on the remaining availability of funds.  

How long will it take to fill out this application form?

The length of time is takes to complete the form will depend on the information you have about your project.  The information required for the application is listed below.  It is recommended that this information is gathered before you begin the application. 

What information will I need to include in my application?

You will be asked to include the following information in your application:

  • Project title
  • Contact information
  • Project priority ranking if you are submitting more than one project
  • A brief project description (max. 500 words)
  • List of project objectives and alignment with PEI Climate Action Plan 2018-2023 (CCAP) or the PEI Climate Change Adaptation Recommendations Report (UPEI, 2017)
  • If applicable, project location (address or PID, community)
  • A brief description of the project benefits (max. 500 words)
  • A brief description of the method and/or criteria that will be used to evaluate the project upon completion (max. 250 words)
  • Partner organizations and/or endorsements (if applicable) 
  • A brief description of how your organization/project will directly involve the communities it seeks to serve in the decision-making and implementation of the work (max. 250 words)
  • A brief description on how your project will influence others to take climate action, or contribute to building capacity or learning opportunities (max. 250 words)
  • A brief description of how your organization has been impacted by Covid-19 and how the proposed project responds to this disruption and will contribute to a green recovery (max. 250 words)
  • Estimated project timeline and tasks/phases
  • Estimated project costs (eligible and ineligible costs) 
  • Proposed sources of funding

Who will review my application?

A Climate Challenge Working Group (CCWG) will be established to evaluate proposals and make recommendations to the Minister on the fund recipients.  Members of the CCWG will include staff from the Department of Environment, Water and Climate Change, as well as other government departments and applicable external organizations ensuring social and cultural representation.

The Working Group will review all applications in accordance with the criteria that is set out in the PEI Climate Challenge Fund Guidelines and Criteria.    

How will project applications be evaluated?

Each project application will be evaluated and receive a score out of 100. The following is a breakdown of the weighted scores for project evaluation:

  • Collaboration and Community Engagement (25)
  • Green Recovery (5)
  • Project timeline and budget (15)

When will I know if my project has been approved?

For the first year of the CC Fund (2020-21) the Working Group will review this year’s applications and approve applications on or before December 15, 2020. Applications received after November 30, 2020 will be considered and evaluated upon receipt, depending on the remaining availability of funds.
