Published date: May 7, 2026

The Cooling and Capital Improvement Program for Private Long-Term Care and Community Care is a time-limited (one-year) program to address cooling capacity and remediation of capital repairs identified in Department of Health and Wellness licensing building inspections.

What is the program funding and fund distribution?

Up to $2,000 per permanent licensed bed is available to PEI private long-term care (LTC) and community care (CC) facilities to address cooling improvements and capital repairs identified in DHW licensing building inspections.

The funds will be allocated in the following manner:

  • Initial advance:
    • Up to 50% ($1,000/ licensed permanent bed) with an approved application, signed agreement and submission of items as outlined in the application and contract
    • The advance may include eligible expenses incurred since October 1, 2025, but requires documentation of invoices, receipts and other proof of purchase, and evidence of work completed.
  • Second payment: up to 25% ($500/licensed permanent bed) upon submission of quotes.
  • Third payment: up to 25% ($500/licensed permanent bed) upon receipt and approval of all invoices, receipts, and other required documentation.

How long does this program run?

This is a time limited program and will end March 31, 2027.

Is my facility eligible for the Cooling and Capital Improvement Program for Private LTC and CC?

Eligible applicants must meet the following criteria:

  • The applicant is the owner/operator of an eligible facility.

An eligible facility:

  • Licensed Long‑Term Care (LTC) facility in PEI; and/or licensed Community Care Facility (CCF) located in PEI.
  • Licensed under applicable PEI legislation/regulation at the time of application and throughout the funding period (the Community Care Facilities and Nursing Homes Act, R.S.P.E.I. 1988 Cap. C-13).
  • In good standing with DHW (no outstanding compliance orders that prohibit capital upgrades, no material arrears or unresolved serious enforcement actions).

What expenses are eligible?

Eligible Projects:

  • Cooling equipment and installation.
  • Infrastructure improvements addressing DHW licensing building inspection findings such as electrical, plumbing, and structural upgrades.

Eligible Costs:

  • Purchase of equipment and materials.
  • Contractor labour and installation.
  • Engineering/architectural/mechanical design, stamped drawings, inspections.
  • The non-refundable portion of the HST

Ineligible Costs:

  • Routine maintenance not tied to the funded project scope.
  • Cosmetic upgrades not integral to cooling or a referenced deficiency in the DHW licensing building inspection.
  • Furniture, vehicles, and IT unrelated to cooling and building issues identified in the DHW licensing building inspection.
  • Financing charges, interest, penalties, late fees.
  • Costs incurred before October 1, 2025, or after January 31, 2027.
  • Costs funded by other PEI Government or Government of Canda programs.
  • Refundable portion of the HST.

How will the number of permanent licensed beds be determined?

Licensed permanent bed counts will be based on the current number of licensed permanent beds in the most recent inspection, except for CC facilities awaiting licensed bed review. For these facilities, the estimated licensed permanent bed count will be used as confirmation of the permanent licensed bed count. Any difference in the total number of permanent licensed beds after the review will be adjusted and this may mean additional allocation to the applicant or that Government may be reimbursed for advanced funds.
