Submit comments on draft Child and Youth Advocate Act
In June 2019, the Prince Edward Island Speech from the Throne signaled government’s commitment to an independent Child and Youth Advocate with noted intention to introduce legislation.
To ensure effective representation of the rights and viewpoints of children and youth, the Child and Youth Advocate will have the ability to review programs and services provided to children, youth and their families and make unbiased recommendations free of government influence.
It is proposed that the Child and Youth Advocate:
- be an independent officer of the Legislative Assembly;
- report directly to the Legislative Assembly; and
- submit an annual report to the Legislative Assembly and publish additional reports as necessary.
In 1989, world leaders decided that all human beings under the age of 18 years needed a special convention for the protection and promotion of their human rights. The United Nations Convention on the Rights of the Child is the first legally binding international instrument to incorporate the full range of human rights for children -- civil, cultural, economic, political and social rights. It acknowledges the primary role of parents and the family in the care and protection of children as well as the obligation of governments to help them carry out these duties.

Yes, individuals and groups are invited to review the draft Child and Youth Advocate Act and provide feedback using a variety of options.

How will feedback be used?
Following consultations, a final draft will be prepared and tabled during an upcoming session of the Legislative Assembly of PEI for consideration by members.
