Wage Rebate for Impacted Workers - Fiona Response

The Wage Rebate for Impacted Workers – Fiona Response provides a 100 per cent wage rebate for businesses and self-employed individuals while closed due to power outage or significant physical damage which make operating impossible AND were not earning revenue.

Who is eligible for funding?  

Eligibility criteria include:

  • Eligibility period September 25 to October 8.
  • Eligible while closed due to power outage or significant physical damage which make operating impossible AND were not earning revenue.   
  • Must be operating in PEI.
  • Self-employed individuals actively earning business income as their primary source of income.
  • The business must be physically located on PEI.  
  • Only employees working on PEI are eligible. 
  • Wages covered under business interruption insurance or any other compensation program are ineligible. 

* Seasonal businesses not operating during the period are not eligible. 

What Level of Assistance is available?

  • The rebate will be calculated at 100 per cent of payroll costs to a maximum of $25/hour, a maximum $1,000 per week for PEI employees, including wages and MERC’s during the period of time that the business could not open and not earning income due to Hurricane Fiona.
  • Incorporated businesses that operate more than one eligible business establishment under a single corporate entity, may apply for a rebate for each business establishment.

What do I need to apply?

To make an application, be prepared to provide business information including:

Self-Employed:

  • Description of the business operations;
  • Most recent Statement of Business or Professional Activities (T-2125) OR most recent HST form.  For an incorporated business, Schedule 125 from the Corporate Tax return (T2) OR a T4 from the Corporation; and
  • A monitored email address and contact information.
  • An electronic copy of a VOID Cheque for the Business. (You can obtain an electronic copy of a VOID cheque from your business’s banking website)

Employer:

  • Active Canada Revenue Agency (CRA) Business Number (E.g. 12345  6789  RT001); 
  • Estimated number of employees the business will be claiming and the financial amount of the request;
  • Completed Fiona Wage Rebate Spreadsheet;
    • For 31 or more employees, please contact Innovation PEI for more spreadsheet options. 
  • Description of business operations;
  •  A monitored email address and contact information;
  • An electronic copy of a VOID Cheque for the Business. (You can obtain an electronic copy of a VOID cheque from your business’s banking website); and
  • Documentation that supports the processed payroll for the period(s) being claimed.  You may make an application prior to paying employees.  The application will be reviewed and if approved, a notification email will be sent; however, payment will be held until supporting payroll documentation is provided to Innovation PEI. 

Please keep your submission ID number for future claim reference. 

How do I receive payment?

  • If an application is determined to be eligible, all supporting payroll documents uploaded, and the application approved, an email notification will be sent to the applicant, including rebate amount and payment details.   
  • If processed payroll documents are not available and the application is determined to be eligible and approved based on the Fiona Wage Rebate Spreadsheet, an email notification will be sent, indicating the pre-approved amount and directions on how to submit the processed payroll documents for the period(s) being claimed. 
  • Payment will not be released until supporting documentation validating payroll costs is provided to Innovation PEI.

How to complete the Fiona Wage Rebate Spreadsheet

For best results use an up-to-date version of Chrome, Firefox or Edge.  Complete the application in one sitting as the application process is timed.  Do not leave and return as the application may time out.  

Step 1:

Download and save the Fiona Wage Rebate Spreadsheet.

  • For 31 or more employees, please contact Innovation PEI for more spreadsheet options.
  • On the spreadsheet, enter all required information per each eligible employee.  * The maximum hourly wage per employee is $25.00. 
  • If you are claiming more than 30 employees, contact Innovation PEI for a revised spreadsheet innovation@gov.pe.ca  
  • Save the completed document to your computer.

Step 2:

Complete the Wage Rebate for Impacted Workers – Fiona Response application (found below) and be prepared to attach the Fiona Wage Rebate Spreadsheet and a copy of a processed payroll summary.  

  • Online application must be completed in one sitting it is recommended to: 
    • Have all requested documents saved on your computer and named before starting the application. 
    • The claim upload capacity is 8 MBs.  Cell phone pictures may need to be resized, visit Resizing Photos for Online Forms.

  • Ensure all attachments are clear and legible before submitting.  The information must be legible for IPEI staff to verify the information.
