Ministerial Mandate Letter - Housing and Communities

Dear Premier,

Please accept this letter as the Ministry of Housing and Communities’ response to your mandate letter, dated March 3, 2026.

The Ministry of Housing and Communities, which includes the Prince Edward Island Housing Corporation, works collaboratively to increase provincial housing supply, reduce barriers for first-time home buyers, and support those most in need of access to appropriate housing and services. In addition, the Department works in partnership with municipalities to support strong local governance, enhance planning and service delivery capacity, and advance shared objectives. 

This letter reflects the priorities articulated in the Speech from the Throne and recognizes that addressing housing and community growth requires coordinated action, strong partnerships, and careful stewardship of public resources.

Specific Actions for the Next 12–18 Months

• Increase housing supply and affordability by working with partners to achieve a healthy vacancy rate of 2–4% by
• Complete Phase 1 of Hillsborough Park, delivering nearly 100 serviced lots and enabling up to 1,200 units over time.
• With colleagues in Transportation, Infrastructure, and Energy, work with to support municipalities accessing the Canada Housing Infrastructure Fund.
• Work with the Federal Minister of Housing and Infrastructure to create a new Build Canada Homes partnership and renew the National Housing Strategy.
• Reduce the Social Housing Registry by placing Island residents into over 300 new units and initiating development of a further 175.
• With colleagues in Health and Wellness, Social Development and Seniors, and Justice and Public Safety, develop and implement an integrated provincial response for Islanders with complex needs who are experiencing homelessness.
• Invest $15M in capital repairs to government‑owned buildings prioritizing energy efficiency and resiliency.
• Advance Municipal Government Act amendments to improve transparency and reduce administrative burden.
• Review the Municipal Funding Framework to support predictable and sustainable local government services.
• Support the 2026 municipal elections including public engagement and civic participation initiatives and orientation for new elected leaders.

At the centre of this work are Islanders: families, communities, and businesses who expect responsive services and responsible government. My department will deliver these actions with a focus on practical impact, clear communication, and continuous improvement, ensuring services meet real needs and are accessible to those who rely on them.
