Northside Windmill Enhancement Fund (NWEF)

The Northside Windmill Enhancement Fund (NWEF) is a multi-year funding program designed to help businesses, incorporated not-for-profits, and municipalities in the Hermanville/Clearspring area to undertake new or expanded activities to increase economic activities, social activity, and community development. Two streams of funding are available:

1. Community Development Stream: Enables not-for-profits or municipal government to access funds for capital projects that will improve their capacity to provide community services in the Hermanville/Clearspring area.

2. Business Growth Stream: Provides support to businesses that will allow them to expand activities to grow their business and enhance economic development in the Hermanville/Clearspring area.

This program is funded by the Prince Edward Island Energy Corporation and administered by the Department of Fisheries and Community, Rural and Regional Development Division.Funding for this program is available from April 1, 2019 to March 31, 2024.

Available Funding Assistance

The following funding assistance is available for each stream:

1. Community Development: 85% of eligible costs, up to a maximum of $125,000 is normally available for eligible projects.

2. Business Development: 85% of eligible costs, up to a maximum of $15,000 is normally available to eligible projects. Up to 85% to a maximum of $5,000 for third party marketing costs is also normally available to projects.

Applicant Eligibility 

1. Community Development

  • Incorporated or registered not for profit organizations which have a mandate for community improvements or economic development activities.
  • A municipal government, or its agent, including a corporation that is wholly owned by the Applicant.
  • Non-profit cooperatives, that do not issue share dividends.

2. Business Development

  • Businesses operating a registered business in the Hermanville/Clearspring area.
  • Projects in primary industries (fishing, farming, aquaculture, and forestry) are ineligible for assistance.

Eligible Activities

1. Community Development Stream

  • Capital projects or initiatives that will improve the rural economic capacity, which may include projects that support primary industries, tourism, manufacturing, processing, innovation and technology or other economic disciplines that create wealth.
  • Capital projects or initiatives that will enhance the social, youth, seniors, community development, arts & culture, and recreational development of the area.
  • Projects that will encourage population retention and growth in the defined area.

2. Business Development Stream

  • Purchase of equipment (Excluded: motor vehicle purchases, capital assets required for primary industry activities, and cost of product samples used for promotions or donations).
  • Facility improvements
  • Professional services
  • Marketing and promotional expenditures (maximum $5,000 lifetime contribution per business).

When does the program end?

The Program expires March 31, 2023
