CCBF - Direct Allocation Fund

The Direct Allocation Fund is comprised of incorporated municipalities that supply centralized water and/or sewer services. This group of communities receives 53 percent (%) of the CCBF funds.

For the eight largest municipalities, the Direct Allocation Fund is allocated based on population, while 16 municipalities with smaller populations are allocated a base amount of $100,000 per annum. While the CCBF program is permanent, the allocations are calculated over five-year intervals to allow for adjustments to be made according to new population census figures that become available. 

To receive the funds, municipalities are required to submit five-year Capital Investment Plans (CIPs) indicating which projects they intend to complete with their allocation. At the end of each fiscal year, the municipality must submit an audited Annual Expenditure Report (AER).

Eligible categories under the CCBF program include: Drinking Water, Wastewater, Capacity Building, Local Roads and Bridges, Highways, Cultural Infrastructure, Tourism Infrastructure, Fire Halls and Fire Station Infrastructure, Solid Waste, Community Energy Systems, Recreational Infrastructure, Short-sea Shipping, Sport Infrastructure, Public Transit, Disaster Mitigation, Brownfield Redevelopment, Broadband Connectivity, Regional and Local Airports, and Short-line Rail.
