Education Services for Blind and Visually Impaired Students

Students who are blind or visually impaired can access the same core academic curriculum in the public school system as their peers who are sighted.

The Atlantic Provinces Special Education Authority (APSEA) ensures access and supports educational programs for each student who qualifies for the service. As well as access to the core academic curriculum, individualized programs may be developed with APSEA from the Expanded Core Curriculum to address essential areas and experiences unique to children who are blind or visually impaired.

Is my child eligible for APSEA service?    

A child under age 21 who is diagnosed by a licensed eye specialist and demonstrates reduced visual acuity or limited ability to access the full range of programming is eligible for APSEA service. For a full statement of eligibility, refer to APSEA Eligibility for Service

What type of support will my child receive?

Pre-school and school-age children may receive either consultative service or direct teaching depending on the severity of the vision loss, age, stages of transition, and student's additional challenges. Support is flexible so that extra support is available when needed but can be reduced as the student and school team become more independent.

Assistive technology, low vision aids, and specialized classroom materials may be provided as needed. 

How can my child access this service?

A parent, teacher, or anyone acting on behalf of a child may submit a APSEA referral form along with a copy of an eye report completed within the last 12 months by a licensed eye specialist. Download APSEA Referral for Services Form
