Programs Policy

 

Library programs are free events that offer additional opportunities for learning and entertainment. Programming is an integral part of providing public library service to Island communities. They support the Library’s goal to enhance lifelong learning, to develop young readers, to broadly promote literacy and reading, to provide recreational and social opportunities, and to celebrate our heritage/history and promote cultural awareness.

Programs raise the Library’s profile in the community and have a positive impact on library use.  They are a strong mechanism for outreach and promotion, which allows the Library to forge partnerships with a wide variety of groups and individuals.

Programs highlight the Library’s collections and services, share knowledge and expertise, and increase awareness of the Library as a cultural and informational centre.

Selection Criteria

Events and programs offered by the PEI Public Library Service will:

  • be responsive to current interests and needs of the community;
  • create and promote community partnerships
  • encourage literacy and the enjoyment of reading;
  • highlight materials and services available at the library, and assist members in their effective use;
  • celebrate local history;
  • promote cultural awareness;
  • support intellectual freedom and universal access to information;
  • attract a new/unique audience to the library;
  • reflect our diverse community.

Delivery of Events and Programs

The quantity of programs offered at each library will be determined by library managers based on open hours, community interest, and other relevant factors. The content of events and programs will be presented by staff with knowledge or training in the topic or may feature experts from the community including: authors and illustrators, performers, community organizations, or other community members with expertise relating to the programming topic.  External presenters delivering programs cannot actively solicit business or customers, or market their commercial products or services. The exception is authors and performers who may sell books or audio-visual material.

As a public library, we make every effort to provide free access to information and ideas through our collections, programs and services. Our programs will be offered without charge to attendees in all but exceptional circumstances (with manager approval). The Library may limit program attendance and set age guidelines depending on the needs of the program. The Library reserves the right to cancel programs as deemed necessary.

Programs may be delivered within a Library building or in other suitable locations within the community.   

The public are encouraged to suggest topics for future programs and events or offer to partner with the Library to deliver a program. These suggestions will be considered in light of the programming criteria and library resources. Not all suggestions will be used and the Library is not able to partner with everyone.

Intellectual Freedom

Holding a program does not indicate an endorsement of its contents by the Library. Programming content falls under the principle of intellectual freedom as embodied in the Canadian Federation of Library Associations’ Statement on Intellectual Freedom and Libraries.

Request for Reconsideration

Library programs may cover a range of topics that reflect current interests and ideas of possible future significance. The content or manner of expressing ideas in programs may be considered offensive by some library members. The Library recognizes the right of any individual or group to personally disagree with specific library programs; however, it is the right of any individual, group or organization to attend that same program. Library members who object to specific programs may submit a Request for Reconsideration form.

Programs may also be offered by other organizations on library premises where space is rented and governed by the terms and conditions of that location's room rental policies.
