Dowling, Steve

Steven Dowling was appointed acting deputy minister of Justice and Public Safety and acting deputy attorney general, effective June 2, 2026. A bilingual public sector leader, practicing lawyer, and CFA charter holder, Steven has built a career at the intersection of law, finance, and governance, with over 18 years’ experience leading public-interest mandates in complex stakeholder environments.

Prior to accepting the current role, he served as the Director of Financial and Consumer Services within the Department of Justice and Public Safety, leading financial sector regulation for the Province. During his current appointment, Steven served as Prince Edward Island’s chief investment regulation representative for both the Canadian (CSA) and North American (NASAA) securities administrators associations. Mr. Dowling is an active member of the Law Society of Prince Edward Island, and currently also serves as a Commissioner for the Prince Edward Island Teachers Pension Fund.

Born and raised in PEI, Steven earned his Bachelor of Arts (BA) from the University of Prince Edward Island prior to completing his Juris Doctor (JD) from the University of Toronto, and later, also earning his Master of Business Administration (MBA) from UPEI, as well as the Chartered Financial Analysist (CFA) designation. He is an avid rower and actively involved in community service with numerous local volunteer organizations. Steven resides in Stratford with his wife, two children and chocolate labrador retriever.
