COVID-19 Vax Pass Implementation Fund

The COVID-19 – Vax Pass Implementation Fund (“Program”) supports PEI businesses that are required to implement vaccine passport measures related to public health requirements.  The Program provides financial assistance toward the cost of purchasing an eligible tablet for verifying vaccination status through the PEI Vax Pass.

Who is eligible for funding?

Prince Edward Island businesses, not-for-profits, and non-governmental organizations that are required to implement a vaccine passport system in their business or operation.

Businesses need to be actively operating during the application period to be eligible for funding.

Note: Facilities are encouraged to apply to the Vax Pass Implementation Fund for tablets to be used by organizations and groups as they implement the vaccine passport system.  Organizations and groups that have gatherings, events, group activities, or classes in various facilities are encouraged to confirm with each facility that the necessary screening tools and protocols are in place.  Support will only be considered to an individual organization where a clear need is demonstrated.

What activities are supported through this program?

This Program contributes to costs (retroactive to October 5, 2021) directly related to implementing the PEI Vax Pass in businesses or operations as required to do so by the Public Health Order:

  • For one tablet per location for the primary purpose of verifying vaccination.  In cases where the applicant can clearly demonstrate the operational requirements and benefit of multiple tablets, additional tablets will be considered to the maximum of four.
  • At a minimum the operational specs for a tablet are iOS 8 or Android 6.0 (API Level 23).

What activities are NOT supported through this assistance?

  • Equipment with a primary purpose other than verifying vaccination status OR implementing the Vax Pass.
  • Cell phones, laptop, and desktop computers.
  • Cellular and internet connectivity and service bill costs. 
  • Expenses incurred before October 05, 2021.
  • Owner or staff labour.
  • Other items deemed not related to implementation of COVID-19 vaccine passport requirements.
  • Tablets for businesses not actively operating during the application period. 

What level of assistance is available?

The Program provides up to 75 per cent of the eligible costs to a maximum contribution of $525 per tablet.  If the applicant demonstrates that multiple tablets are required, the maximum eligible tablets are four to a maximum contribution of $2,100 per location. 

What criteria are used to evaluate funding applications?

Eligible costs will be reimbursed based on the merits of the application.  

Applicants must clearly identify the work has been completed and detail how it directly relates to the implementation of vaccine passports in their operation.

Requests for more than one tablet per location will be evaluated where the applicant clearly demonstrates the operation requirements and the benefit of multiple tablets for the primary purpose of verifying vaccination.

All costs must have been incurred and paid before applying and applicants must agree to retain all original documents (invoices/receipt and proof of payment) for a period of three years for the purpose of a follow-up audit by Innovation PEI.

The project must be completed before applying to this Program; tablets must be purchased from a third party (arms-length) supplier to be considered eligible costs.

How do I apply?

Online applications are recommended; however, a printable PDF form is available. The form can be mailed or emailed to innovation@gov.pe.ca.

The application must be completed in full and Eligible Project Costs must be purchased between October 5, 2021 and December 31, 2021.  

The application must include all Eligible Project Cost details such as number of tablets, costs, invoice/receipt, and proof of payment.

An application must be submitted by each location required to implement vaccine passport measures related to public health requirements in their place of business or operation. Maximum of one (1) application per business location.

The application will include business information and a copy of a void cheque or complete and accurate banking information.

When is the deadline for applications?

Applications must be received by Innovation PEI not later than February 28, 2022 for Eligible Project Costs incurred between October 5, 2021 and December 31, 2021
