Cindy Harris was appointed Deputy Minister and Secretary to Treasury Board for the Province of Prince Edward Island in May 2019. In this role, she provides strategic leadership to the Information Technology and Shared Services, Corporate Finance, and Risk Management and Insurance divisions of government, and oversees the activities of Treasury Board. With more than 25 years of experience across the public and private sectors, Cindy brings deep expertise in finance, human resource management, industrial relations, marketing, information technology, and public policy.
Cindy began her career in commercial banking, specializing in small business and agricultural lending. Her interest in business development led her to the technology sector, where she spent sixteen years helping grow a small start‑up into a competitive national player in the healthcare market.
Her public sector experience includes leading major corporate engagement initiatives between Veterans Affairs Canada and the private sector, including the creation of the first Veterans Affairs Legacy Award for the Canadian Football League. She has also managed funding programs with the Department of Canadian Heritage, among them the Aboriginal Women’s Program across the Atlantic region.
Beyond her professional responsibilities, Cindy is an active supporter of youth and community sport. She can often be found cheering on one of her three teenage daughters at local sporting events. She has contributed to the management and fundraising efforts of numerous sport and community organizations across PEI, and served on both the Board of Management and the Board of Directors for the 2023 Canada Winter Games.
Cindy holds a Bachelor of Commerce from Saint Mary’s University, as well as a Master of Business Administration and a Master of Public Administration from Dalhousie University.
