PEI Reaches Agreement on Longitudinal Family Medicine Accountability Framework

Following mediation, the Department of Health and Wellness, Health PEI, and the Medical Society of Prince Edward Island have agreed on the accountability framework for Longitudinal Family Medicine (LFM) in PEI.

All parties of the agreement affirm their appreciation for the dedication of longitudinal family physicians and their commitment to the patients who depend on them.

The agreed upon framework establishes clear and achievable accountability measures of productivity to support equitable workloads and to ensure transparency and consistency in how care is delivered. There are also new quality indicators focused on key areas that align with Health PEI’s strategic goals. 

These combined indicators will provide valuable insights at both the system and individual levels, supporting continuous improvement in patient care and care delivery.

The framework offers four practice models with various panel size expectations for LFM in PEI, providing flexibility to ensure models fit physicians, the health system, and patient needs. 

This agreement reflects the shared commitment of the Department of Health and Wellness, Health PEI and the Medical Society of Prince Edward Island to recruit and retain family physicians and work toward the goal of connecting every Islander to primary care.

This Memorandum of Understanding helps PEI move forward in ensuring the Physician Services Agreement offers one of the most competitive physician compensation packages in Canada, along with new flexible practice options and clear accountability measures.

 

Backgrounder

The Physician Services Agreement took effect April 1, 2025. 

In July 2025, The PEI Department of Health and Wellness, the Medical Society of Prince Edward Island and Health PEI agreed to mediation and have now reached a Memorandum of Agreement (MOA) to establish an accountability framework for Longitudinal Family Medicine (LFM). 

The parties acknowledge the facilitation support of Dr. Danielle Martin, a nationally-renowned primary care leader and family physician for her role in achieving an agreement.
