Ministerial Mandate Letter

Dear Colleagues:
You are part of a new government that understands the real work ahead. Islanders expect us to work together to face challenges directly and deliver real progress on the priorities that impact their daily lives. Collaboration across Cabinet and the public service is essential, but it must lead to action, implementation, and measurable results.
As we move forward together in service to Islanders, I am setting out the priorities that will guide our work. These priorities reflect both the challenges and opportunities facing Prince Edward Island. They require strong collaboration, disciplined management, and a shared commitment to delivering results for Islanders.
Our Government Priorities
Key strategic priorities of our government are:
- Ensuring that Islanders have access to reliable energy, advancing policies and projects that keep energy costs manageable for households and businesses, and strengthening the reliability and resilience of our grid.
- Ensuring responsible and transparent land ownership and land management, improving oversight and enforcement, and modernizing land‑use planning frameworks to support appropriate development while protecting agricultural land and sensitive ecosystems.
- Expanding access to primary care, improving wait times, and strengthening our recruitment and retention of our valued healthcare workers.
- Supporting Island residents and businesses in addressing affordability pressures, including food security, childcare, and housing.
- Approaching all decisions with aggressive financial stewardship and transparency.
Government‑Wide Expectations
As we move forward together, maintaining the competitiveness of our province and sustainability of public spending will be paramount for all of government. Fiscal responsibility is not optional. It is fundamental to delivering the services Islanders rely on today and protecting opportunities for the future.
To strengthen this work, we have established a Cabinet Committee on Fiscal Responsibility and Red Tape Reduction. Through this Committee, we will work together to develop government-wide customer service standards, identify opportunities to reduce the administrative burden being placed on Island residents and businesses, conduct a comprehensive public expenditure review, and develop a responsible approach to, where it makes sense, deploy artificial intelligence in the delivery of public services. We will also identify opportunities for regional collaboration where it improves service delivery and value for money.
Collaboration and Transparency
I expect ministers to work across departments and with partners throughout the province. Specifically, I expect you to:
- Work collaboratively on issues that span multiple portfolios.
- Engage regularly with Island residents, municipalities, Indigenous communities, businesses, and the non‑profit sector.
- Provide clear and transparent public updates on progress.
- Foster a respectful, innovative, and high‑performing public service.
Department Mandates
While fulfilling these shared responsibilities, you are expected and empowered to work with your senior management teams to develop a mandate that is clear, bold, and forward-thinking, and firmly aligned with the priorities I have established for our government.
Immediately, you are expected to identify key strategic goals, initiatives, and policy priorities your department will bring forward. These must directly support our government’s core priorities and deliver measurable progress.
These priorities reflect our shared goal: to improve quality of life, strengthen communities, and build a sustainable and prosperous future for Prince Edward Island. I expect each of you to approach this work with focus, integrity, and a commitment to delivering results for Islanders.
