Doriann Macmillan was appointed Deputy Minister of Social Development and Seniors with the Government of Prince Edward Island effective March 3, 2025.
Prior to her appointment as Deputy Minister, Doriann Macmillan held senior executive roles with the Government of Newfoundland and Labrador, contributing over 25 years of experience in public sector leadership, policy development, and program delivery.
She served as Associate Deputy Minister and Assistant Deputy Minister of Intergovernmental Affairs within Executive Council in Newfoundland and Labrador. In these roles, she provided strategic advice on key partnerships and intergovernmental policy related to sustainable economic growth - including natural resource management, foreign relations, fiscal policy, infrastructure, and innovation. She also contributed to advancing social priorities such as health, housing, and immigration. She supported the Premier’s engagement in key intergovernmental forums, including First Ministers’ Meetings, the Council of Atlantic Premiers, the Council of the Federation, and the Conference of New England Governors and Eastern Canadian Premiers.
Her earlier roles included Director-level leadership in economic development, international trade, innovation, and energy policy. She led initiatives to support entrepreneurship, expand export capacity, grow the innovation ecosystem, and mitigate the financial impact of major infrastructure projects on electricity rates. As a Cabinet Officer, she supported Cabinet operations through policy analysis and coordination of decision-making processes.
Doriann holds a Master of Business Administration in Innovation Leadership and a Graduate Diploma in Management. She is a Certified International Trade Professional and holds diplomas in human resource management and accounting. She has also served as a Course Lecturer with McGill University’s School of Continuing Studies, Public Administration and Governance Graduate Program.
