New pilot roads for off-highway vehicles in eastern PEI

September 22, 2025

ATV enthusiasts now have access to Sheehan, Manning, Grant and Park roads in the Souris area as part of the provincial government’s Off-Highway Vehicle (OHV) pilot project.

The project allows off-highway vehicles, such as ATVs, on select public roads in Prince Edward Island to help riders connect between trails using short stretches of road.

“We are proud to support the OHV pilot project as a safe and practical way to connect ATV trails across the province. This initiative helps support outdoor recreation, encourages tourism and strengthens our rural economy. I am pleased to see more access granted to off-highway vehicle users in the Souris area.”

— Minister of Transportation and Infrastructure Ernie Hudson.

ATV riders can use these designated roads if they are a member of the PEI ATV Federation, have a valid trail pass, a properly registered and insured vehicle, a driver’s licence and follow the rules of the road.

“This pilot project marks a major step forward for ATVing in PEI, especially in the Souris area,” says PEI ATV Federation Executive Director Peter Mellish. “Working closely with the province, we’ve shown that managed trails can be safely regulated, maintained, and bring higher compliance, while unmanaged trails create unnecessary risks. Growing our sport will boost tourism, trail development, club growth, and the economy — making ATVing a leading force among PEI trail groups.”

The pilot trails approved for the project must be dirt roads, with low traffic volume and no potential environmental concerns.

Signs will show which parts of the road can be used by approved off-highway vehicle operators.
