Residential Rental Efficiency Rebates

Long-term residential rental building owners are eligible for energy efficiency programs such as home insulation rebates, electric hot water heater rebates, and energy efficient equipment rebates. Winter warming help is also available for low-to-moderate income residents.

Energy efficiency upgrades can help make tenants more comfortable, save money for property owners and reduce the environmental impact of rental buildings.

Residential rental rebates

There are new and expanded rebates for long-term residential rental units such as apartment buildings and row houses.

  • Increased rebate amounts for mini split air source heat pumps (ASHPs) from $1,200 to $2,000;
  • Increased rebate on insulation for above grade walls from the current $25 per Square (100sqft) per r-value increase (SQ/R-value) to $65/SQ/R-value*; and
  • New rebate of up to $2500 on electric hot water heaters.

* for example; increasing the insulation value by R6 on building with an exterior wall area of 4800 square feet (48SQ) would result in a rebate of $65 x 48SQ x R6 = $18,720

There have also been changes to rebate limits per building and per year, so rental property owners that have had rebates in the past are encouraged to check their eligibility for new rebates.

How do I apply?

If you are installing equipment like heat pumps and hot water heaters, you install the equipment first, and then apply for the rebate using the Residential Rental Efficiency Rebates application form. Please review technical, program, and eligibility requirements for each rebate before beginning upgrades. 

Paid invoices and copies of rental agreements for all units must be sent in with the application form.

Application forms can be submitted to efficiencyPEI by email to efficiencypei@gov.pe.ca or dropped off at 69 Belvedere Avenue in Charlottetown or any Access PEI location.

Insulation rebates will require an energy audit before the work begins. For an energy audit, you will need to provide access to all units when doing audits. A blower door test will be performed on each unit. Access to attic space, basement and mechanical systems is also required. Contact a participating energy audit company before you begin work. They will collect the application form, paid invoices and rental agreements from you during the energy audit process.

Eligibility

Long-term residential rental buildings are residential buildings containing one or more dwelling units that are rented for 12 months or longer. This includes single-family dwellings, row houses and apartment buildings.

To be considered for this rebate:

  • each dwelling unit must be separate and self-contained (not a room rented out or “in-law suite”)
  • the residential building must be three stories or less and have a footprint less than 600m2, and
  • must be a long term rental (the tenant rents it for 12 months or longer).  A copy of a rental agreement with tenants will be required with your application.
Rental agreement must be 12 months or if open-ended (No end date) or expired, a “Rent Receipt” or “Rent Roll” showing the most recent paid rent with the name of the tenant matching the rental agreement.

Along with the above-listed increased rebates, these buildings may also be eligible for:

Rebate Limits  
Row houses $10,000 per unit per year
Apartment buildings $10,000 per unit per year

Are there incentives for larger apartment buildings?
