Do I need to register to transport hazardous waste?

Yes. Companies which transport hazardous waste outside of PEI must register with the Department as a carrier of hazardous material.

The most common hazardous materials shipped out of Prince Edward Island include:

  • waste paint
  • tetrachloroethylene (used by dry cleaners)
  • flammable liquids
  • naphtha petroleum
  • waste batteries
  • poisonous liquids
  • PCBs and aerosols
  • infectious substances
  • corrosive liquids/solids
  • pesticides

How do I register as a Waste Carrier/Generator/Receiver?

Companies can complete a Waste Carrier/Generator/Receiver Registration Form.

Is there a fee to register?

There is a  $100 registration fee. Make check payable to Minister of Finance. 

Are there other requirements?

Companies must ensure their drivers are properly trained.  Drivers transporting dangerous material from the Island must have completed a special training course and successfully obtained a Transportation of Dangerous Goods (TDG) Certificate in accordance with Transport Canada's Transportation of Dangerous Goods Regulations.
 
A waste manifest must accompany all shipments of hazardous material equal to or greater than 5 litres or 5 kilograms.  The manifest describes the materials that are being transported.  This helps provincial and federal authorities to track the movement of waste, better respond to accidents, and investigate lost materials or illegal dumping.  Individuals or companies that generate hazardous waste are responsible for completing the manifest and for sending a copy of it to the provincial departments of environment in both the province of origin and the destination province.  However, they may ask the company that will be transporting the waste to send copies of the manifest on their behalf.
