
The Province is developing a new 10-year plan called Pathways to Highway Safety that will focus on reducing dangerous driving behaviour and supporting safe roads for everyone. With more drivers on the road than ever, safe driving is increasingly important.

The new strategy, to be released in late 2026, will be informed by engagement, policy development and research.
Project Plan: Pathways to Highway Safety Strategy (2026-2036)
Purpose: The purpose of this project is to develop a highway safety strategy, including policies and legislation, to address dangerous driving behaviours and support safe road use.
Process: Development of the new strategy will be guided by engagement activities and evidence-based research. This process will consist of the following four phases. Each phase is expected to last three to six months.
Phase One: Identification of Issues |
1.1 Pathways to Highway Safety web page is launched to inform the public 1.2 Public survey is launched to collect feedback on road uses and driving behaviours 1.3 Policy research is completed to inform development of the strategy 1.4 Engagement sessions with partners involved in highway safety and engagement to collect feedback and input about a new strategy |
Phase Two: Research and Engagement |
2.1 What we Heard Report is released on the web page outlining the findings from the public survey 2.2 Engagement sessions with partners involved in highway safety and enforcement continue to collect feedback and input 2.3 Policy analysis is completed based on findings from research and engagement 2.4 Recommendations are prepared to inform development of the strategy and a legislative work plan 2.5 Additional research and engagement based on recommendations is completed |
Phase Three: Strategy/Legislation Development |
3.1 Draft strategy is developed 3.2 Legislative and policy work plans will be developed based on the draft strategy 3.3 Public feedback on the draft strategy is collected 3.4 Additional engagement will be completed (depending on outcomes of earlier activities) |
Phase Four: Implementation and Ongoing Monitoring |
4.1 Implementation plan is developed to launch activities outlined in the strategy 4.2 Legislative amendments will be prepared 4.3 Policies relating to the strategy will be implemented in the Department of Transportation and Infrastructure 4.4 Strategy is released on the Pathways to Highway Safety web page 4.5 Performance monitoring plan is developed and executed to allow ongoing evaluation of the strategy and its initiatives |
