Insurance Agent Licensing

Any person who carries on the business of an insurance agent in Prince Edward Island must have a valid license (Certificate of Authority) issued by the Superintendent of Insurance under the Insurance Act.

License Term

An Insurance Agent License (Certificate of Authority) is valid for two years. 

Types of Licenses:

1. Life and Accident & Sickness Insurance Agent
2. Accident & Sickness Insurance Agent
3. General Insurance Agent

Eligibility

To be eligible for an insurance agent license (Certificate of Authority) you must:

• Satisfy the Superintendent of Insurance that you are a suitable person to receive a certificate of authority and intend to hold yourself out publicly and carry on business in good faith as an insurance agent;
• Meet one of the following criteria:
  • (a) Successfully complete the Education/Examination Requirements (see below); or
  • (b) holds an equivalent license (certificate of authority) in another province and has qualifications substantially equivalent to educational/examination requirements from (a) above.
• Be sponsored by an Insurance Company licensed to do business in PEI;
• Submit the non-refundable fee of $200; and
• Comply with the rules and regulations of the Insurance Act.

Educational/Exam Requirements

To be eligible for an insurance agent license (certificate of authority) you must successfully complete the educational/examination requirements based on the type of license:

1. Life and Accident & Sickness insurance applicants must:

   • Education - Successfully complete the full Life License Qualification Program (LLQP) 

   • Exams - Pass the required licensing exams.

     • Completion of all four LLQP modules is required: (1) Accident and Sickness Insurance; (2) Ethics and Professional Practice; (3) Life Insurance; and (4) Segregated Funds and Annuities

2. Accident & Sickness insurance applicants must :

   • Education - Successfully complete the A&S modules of Life License Qualification Program (LLQP) 

   • Exams - Pass the required licensing exams.

     • Completion of the following LLQP modules: (1) Accident and Sickness Insurance; and (2) Ethics and Professional Practice.

3. General insurance applicants must:

   • Education - Successfully complete one of the following options:

     • (1) Insurance Broker's Association of Canada:	Fundamentals of Insurance The Fundamentals of Insurance Exam can be written online through the Insurance Brokers Association of New Brunswick (IBANB).  To register for the Fundamentals of Insurance Exam, please review registration and examination process instructions are available here.	OR
       (2) Insurance Institute of Canada:	C11 - Principles and Practice of Insurance	OR
       (3) Insurance Institute of Canada:	C81 - General Insurance Essentials—Part 1 and  C82 General Insurance Essentials —Part 2

To Apply or Renew

General Insurance Agent Applications:

1. Applications:
   • New: Application for New General Insurance Agent Certificate of Authority
     • Fee: $200   *payable by credit card through web submission 
   • Renewal: Application for Renewal of General Insurance Agent Certificate of Authority
     • Fee: $200   *payable by credit card through web submission 
   • Change in Sponsor: Application for New General Insurance Agent Certificate of Authority
     • Fee: $50   *payable by credit card through web submission 
     • Change in sponsor requires submission of a new application
     • Ensure that your new sponsor has signed the application (page 3 - #25)
2. Submission: Once you have completed the PDF application form (above), it must be submitted online with the required documents. 
   • Please do not email or mail your applications.
   • If you have already submitted your application and need to provide an update, please email licensing@gov.pe.ca with your updated information and provide your submission ID. Please DO NOT make another submission.

Life and/or Accident & Sickness Insurance Applications:

You can apply for both your General Insurance and Life and/or Accident & Sickness Insurance Agent licenses by following the below steps.

     1. Application for New General Insurance Agent Certificate of Authority AND
     2. Application for Life and Accident and Sickness Agent Certificate of Authority
     • Fee: $200 *payable by credit card through web submission 
   • Renewal: Two applications must be submitted:
     1. Application for Renewal of General Insurance Agent Certificate of Authority
     2. Application for Renewal of Life and Accident and Sickness Agent Certificate of Authority
     • Fee: $200 *payable by credit card through web submission
