About the Canada Housing Infrastructure Fund
The Government of Canada’s Budget 2024 provided $6 billion in federal funding over 10 years to establish the Canada Housing Infrastructure Fund (CHIF), consisting of a Direct Delivery Stream ($1 billion, over 8 years) and Provincial/Territorial (PT) Delivery Stream ($5 billion, over 10 years).
CHIF aims to accelerate the construction and upgrading of housing-enabling drinking water, wastewater, stormwater, and solid-waste infrastructure, directly supporting the creation of new homes and increasing densification.
The Province of Prince Edward Island has been allocated $86.2 million from the PT Delivery Stream, which will be administered and delivered to eligible applicants by the Province. As part of administering CHIF, initial project selection will be the responsibility of the Province, in alignment with the requirements of CHIF. The Province will conduct project intakes to solicit eligible projects, perform initial reviews, evaluate and prioritize projects before submitting projects to Housing, Infrastructure and Communities Canada (HICC) for consideration.
PT Stream Status
Eligible applicants seeking support for eligible projects that support drinking water, wastewater, stormwater and solid-waste infrastructure needs can apply until May 1st, 2025, 4:00 pm AST.
CHIF PT delivery stream will accept applications on a rolling basis, whereby project applications may be submitted at any time while the intake remains open. Project applications received before the final closing date may be reviewed and approved during the application intake period, at the discretion of the Province.
Eligible Infrastructure
- Drinking water systems
- Wastewater systems
- Stormwater systems
- Solid waste management systems
Projects must directly support the creation of enabling housing supply and/or improved systems capacity.
PT Delivery Stream Eligible Applicants
The following applicants are eligible under the CHIF PT Delivery Stream:
- The province or crown corporations;
- A municipal or regional government;
- A municipal public-sector body that is established by or under provincial statute or by regulation or is wholly owned by a province, municipal or regional government, including, but not limited to:
- Municipally owned corporations
- Any other form of local governance that exists outside of municipality description (ie: local service districts);
- An Indigenous applicant
- An incorporated not-for-profit organization;
- A private sector, for-profit organization, if it is working in collaboration with an eligible public sector entity, as described above, or with an eligible Indigenous applicant.
How to Apply
Before applying, applicants must consult the Applicant Guide. The guide will provide detailed information on CHIF PT delivery stream, including applicant and project eligibility requirements, merit criteria, federal requirements, available funding shares and other conditions of funding. Applicants can apply for planning or capital infrastructure projects. However, for a planning project to be eligible for funding, it must support a future capital project that would be considered eligible under CHIF and align with its objectives.
A completed application package must include:
- Fully completed application
- Financial Budget Worksheet
- Risk Management Plan
- Council resolution/band council resolution/Board of Directors resolution in support of application submission
- KLM File showing the location and footprint of the project
- Proof of secured funding via bank note (Municipalities included)
Application submission must be sent to CPEI-INFRASTRUCTURE@gov.pe.ca.
Should an applicant's project be considered eligible, the Province may contact the applicant to obtain additional information for its own considerations or on behalf of HICC.
